Akimova O. B., Tabachenko T. S. Promising directions of the state language policy in the field of Russian language and literature

Abstract. The aim of the investigation is to denote the necessity of strengthening of the Russian language position as one of the strategic humanitarian priorities of the Russian Federation. Since the beginning of the 21st century, Russia takes active and comprehensive measures to support the Russian language and its spread around the world. At the same time, the Russian Government has approved a number of relevant documents, established the Council on the Russian language under the Government of the Russian Federation, as well as established the Council on the Russian language under the President of the Russian Federation. The large-scale package of measures aimed at promotion of the Russian language as an official language and as a language of international communication, as well as at supporting the Russian language abroad, has been implemented in the framework of the three federal target Russian language programs. However, the analysis of implementation of the mentioned above programs, as well as received social effects and current practice does not provide relevant solutions for the major problems and does not always correspond to the rapidly changing realities. The perspective directions of the state language policy in the field of the Russian language and literature are specified and formulated: the analysis of the programs and projects aimed at the development, distribution and support of the Russian language; providing coordination of actions of executive authorities in the presented study; improvement of the Russian language studying quality in schools in accordance with features of the general education in the national republics; professional level improvement of teachers of the Russian language; preservation of national languages of Russia; scientific studying and codification of the modern language, promoting of scientific knowledge of Russian and languages of the people of the Russian Federation; support expansion of the private initiatives connected with preservation and development of Russian in neighboring countries; creation of base for studying of Russian by foreign experts and labor migrants; cooperation with foreign specialists in the Russian philology, translators of the Russian literature and teachers of Russian.

Barinova K. V. Efficient solutions to the problem of modern english language teaching in the context of global development and integration

Abstract. Concerning the problem of integration, globalization and development in modern science, the author shows how these changes reflect the sphere of education. In accordance with relevant tendencies the author researches theory and practice of education, showing the importance of linguistic education due to the development of international communication. The author considers linguistic and communicative competences as essential components for education and personal development. The subject of the article is modern theory and methods of foreign language teaching. Therefore, the author endeavours to review innovative methods and tools for efficient English language teaching and organizing learning process taking into account contemporary tendencies and changes. The aim here is to review the most topical issues in global development and integration in relation to modern English language teaching. International communication has been pinpointed as a major aim and goal of language education. The author touches upon technology advances and focuses on the emergence of innovative approaches and modern methods for teaching English language, among them: method of virtual reality, method of projects, the use of cyberspace, multimedia, educational games and flesh-games in teaching. Thus, the author elaborates efficient solutions to the problem of modern English language teaching in the context of global development. The author represents innovative strategies and the most efficient teaching methods; shows how ICT (Information and Communications Technology) can improve quality and efficiency of training, giving examples that illustrate how these strategies can easily be integrated into teaching practice as a sufficiently efficient tool in achieving different goals of education.

Doronin A. V. Development of professional competence of teachers-the leaders of education in the conditions of the probation area

Abstract. This article considers the problem of formation and development of professional competence of subjects of the qualification in the conditions of the probation area. The author, considering the internship site as a form of personalized approach to PC, has focused significant attention on the problem of professional development of teachers-leaders in the system of professional development of pedagogical workers at the present stage.

The goal is the actualization of problems of formation and development of professional competence of teachers in system of improvement of qualification of teachers; increased attention to the internship site as an innovative form of professional growth of teachers, personalized approach to the professional development of teachers.

Scientific novelty. A comparative analysis of the concept «internship» on the basis of which it is determined that probation is an «independent type of additional professional education or one of the sections of the curriculum when training and retraining, whose main purpose is the formation and consolidation of professional practice knowledge and skills obtained through theoretical training and also the study of excellence, the acquisition of professional and organizational skills to carry out duties in occupied or higher position». Thus, it is concluded that in the course of employment at the internship site as a specially organized interaction of the authors teaching experience and teachers practice the mass is not only the formation but also the development of professional competence of all participants in the training, including the authors of the programs.

Practical significance. The author considers internship site not only as form, but also as a factor of development of subjects of the qualification, that is, as teachers, are eager to learn innovative pedagogical experience, and experience of, the heads of educational programmes or individual modules. It is assumed that described in the article ideas will be reflected in the practical activities of institutions of additional education (training), intra-firm system of work with personnel in educational institutions and will be taken for the development of professional competence of teachers-leaders.

Ivanov S. A., Abramova N. L. Touch of practice interaction with nature in ecological education children

Abstract. The article considers the content, forms, methods, technologies, environmental practices, relevant for children of preschool and school age. This practices use perceptual (sensory) channel of the world cognition, morally and spiritually orienting of the child towards nature.

Because of domestic and foreign experience in organizing children's environmental practices, the authors justify the need for touch interaction of the growing individual with the natural world in order to make her subjective relationship to it. Novelty of research consists in the approbation of separate kinds of pedagogical and educational activity in the field of sensory pedagogy for the formation of the noospheric outlook of children school and preschool age.

The authors describe the most effective models of organization of children's environmental practices, and lessons in nature (the environment), as well as present their own educational experience.

The results of studies children’s worldview based on their participation in the sensory environmental practices demonstrate the effectiveness of the described pedagogical approaches. This allows successfully using them in the practice of preschool and schooling environmental education.

Abstract. Primary school has traditionally been the foundation of general and complete secondary education. Federal government standard primary education imposes new demands on the entry-level teachers. The author reveals the aspects of the implementation of GEF requirements to the procedure for monitoring and evaluation of educational achievements of younger students.

Ruchkin A. V. Technology integrated case studies in higher education: application experience

Abstract. Purpose. The author examines the practical prospects of Integrated Case Studies of technology in the educational process of higher education. Analyzing advantages constantly focuses on the feedback from the students or a poll, or in the form of control actions. As a result of the application of technology concludes the results and can be replicated at other academic disciplines.

Methods. On the basis of the system and the design approach in the construction of the course and implementation of the educational process in the discipline "Management of projects and target programs," the author uses the methods of analysis, synthesis, evaluation, systematization, a questionnaire (to get feedback from students).

Results. As a result of the application of technology, taking into account different presentation material (verbal and visual) students demonstrate more pronounced skills solving situational tasks, one becomes aware of the importance of the entire educational process and the relationship of academic disciplines.

Practical significance. As a result of this technology, students on the basis of surveys conducted by survey indicate provided by the possibility of using previously acquired knowledge to solve specific management problems. This toolkit for the implementation of the educational process allows you to build a clear system of knowledge and continuity of academic disciplines that: Firstly, enabling students to better learn the material; Secondly, to form thinking oriented practice; Thirdly, to successfully solve administrative problems (the situation) on the basis of not only knowledge of theoretical material, but also the experience of best practices; Fourth, improve the skills needed to improve the student's competitiveness in the labor market.

Safontsev S. A., Safontseva N. Yu. The organization of modular learning models in high school

Abstract. The aim of this study is the description of modular structure of the academic discipline in accordance with the requirements of Federal State Educational Standards.

Methods. The authors use the methods of standardization of the educational system that are based on educational theory quality measurement. As the process of learning does not depend on the perspective of the diagnostician, the objectification of the results has been achieved by using relative units, allowing the authors to compare the effectiveness of different stages of education quality assessment with quantitative methods. Furthermore, sampling method, correlation and comparative analysis of statistical significance of the obtained distributions have been used to exclude from analytical data the results that were not confirmed experimentally.

Results. Statistical methods are presented in a complex, allowing the authors to receive experimental result at level of the statistical importance of psychological and pedagogical researches. According to ideas of the competence-based education and general theory of systems and educational qualimetry, it is shown that constructs of vocational training are problem, test and detailed designs included in structure of educational modules. Funds of estimated means have been used to measure the level of trainee’s competences: — problematic situation of uncertainty orientation for current control; — situations of test and project orientation for boundary control at the end of each module, intermediate control in the form of the exam held at the end of the semester, as well as state certification of control at the end of the study at the university. Validity of the degree of interest of the learning process, reliability of coincidences constructive reflection of students’ own achievements with independent project performance and efficiency as the ratio of the result obtained to the costs of implementing the target function of the educational system have been determined consistently in the framework of the implementation of standardization situations of uncertainty. Integrated indicator of efficiency of the educational system has statistically confirmed the advantage of competence-based education over the traditional practice of teaching and educating.

Scientific novelty. The methods of education standardization including the determination of the validity, reliability and efficiency have achieved further development.

Practical significance. The research findings can be useful while designing an experimental framework for modular learning model that is currently important nowadays.

Snigiryova T. A., Grishanova I. A. The formation of the structure of students knowledge: a methodological aspect

Abstract. The aim of the study is to describe the method of forming the structure of knowledge of students on the basis of an integrated approach (expert, taxonomy and thesaurus) and the presentation of the results of its use in the study of medical and biological physics at the Izhevsk State Medical Academy. The algorithm, stages and procedures of knowledge structure formation of trainees are considered in detail; the model of the given process is created; the technology of content selection of a teaching material due to the fixed time that has been released on studying of concrete discipline is shown.

Advantage of the proposed method and model of students’ knowledge structure formation consists in their flexibility: at certain adaptation they can be used while training to any discipline apart of its specificity and educational institution. Observance of all stages of the presented technology of content selection of a teaching material on the basis of an expert estimation will promote substantial increase of quality of training; make it possible to develop the unified method uniting the various points of view of teachers on knowledge formation of trainees.

Chupina V. A., Bannikova T. I. The value of practical education in self-educational activity of students

Abstract: The value of practical education in the process of self-education students.

Purpose. To present the results of studies on the organization of self-educational activity of students on the use of pedagogical forms of teaching, promote the efficiency of the process of self-education in higher education institutions.

Methodology and methods. The article was based on the information obtained as a result of conduct research using empirical methods (pedagogical observation, interview and pedagogical experiment).

Scientific novelty. This article deals with the topical problem of higher education concerning the organization of self-educational activity of students. Special attention is paid to the substantiation of application of the obtained knowledge in practice and the role of practical work in enhancing the effectiveness of the process of self-education. The results of the study underlying the article allowed to evaluate the influence of various forms of conducting practical activities on the desire of students to independent acquisition of additional knowledge in excess of the established Federal state educational standards of higher education and basic education programs. Discusses the importance of positive experience of application received during the self-study knowledge in the educational process on the motivation of students to self-educational activity.

The practical importance consists in development of recommendations about the organization of self-educational activity of students of higher educational institutions with application of practical forms of education.

Abstract. The description of the main contents and results of experimental and innovative activity of DYuTs No. 3 of Ulyanovsk from 2011 to 2015 within the RIP regional Program which purpose was a development of scientific and methodical bases of educational process in establishment of the additional education providing realization of polycultural approach in social education of children and teenagers is presented in article. The culturological approach integrating concepts V. S. Biblera, S. I. Gessen, M. Mid, N. B. Krylova became backbone approach of research. The methodological basis of research was made by M. Buber, M. S. Kagan, M. Sheler, G. Shvaytser's philosophical concepts; E. Eriksson, T. Shibutani, A. G. Asmolov, I. S. Kohn's psychological theories; sociological approaches to studying of culture of M. Robber, O. G. Filatova, F. Parsons. The pedagogical basis of research includes the concept of socialization in the context of social education of A. V. Mudrika, theories of polycultural education and education (A. N. Dzhurinsky, G. D. Dmitriyev), theory of educational space (L. I. Novikova, N. L. Selivanov, D. V. Grigoriev).

Authors analysed results of experimental activity: theoretical justification of a problem; criteria and indicators of determination of productivity of realization of polycultural approach in social education; means and methods of its diagnostics; program of training of teachers for this activity; the programs of additional education and education directed on formation of polycultural tolerance and sociocultural identity of the personality.

Novelty of this research is theoretical justification of process of realization of polycultural approach in social education of children and teenagers in the conditions of additional education; definition of the criteria, indicators and diagnostic tools allowing to trace productivity of this process and to estimate success of the carried-out innovative activity; development of program, methodical and organizational support of the training and educational activities of establishment of additional education for realization of polycultural approach in social education of the personality.

The system of scientific and methodical ensuring realization of polycultural approach in social education of the personality in the conditions of additional education can be recommended for use in activity of establishments of additional education for the purpose of formation of polylevel of culture of pupils that speaks about the practical importance of the conducted research.

Vostrikova M. V. Features of the design and implementation of pedagogical technology of interaction of school and family-based system-activity approach

Abstract. The purpose of the article: identify and justify the features of the design and implementation of pedagogical interaction of the school and the family of technology based on system-activity approach.

Research problem: study the specifics of construction and realization of pedagogical interaction between school and family technology, aimed at involving the latter as active subjects in the educational process, as well as the search for effective ways and forms of construction of system of educational work with the students, parents, teachers.

Methods and techniques: the article analyzes the possibilities of the school and the family organization of pedagogical interaction on the basis of system-activity approach; identified and disclosed the specific features of the implementation of technologies of interaction of school and family.

Scientific novelty: complemented by the concept and reveals the essence of "pedagogical interaction" category, requiring a rethinking of the goals, objectives and content of the process, improve the theoretical basis and technology of its organization, the search for new factors and conditions of development; identified functional mechanisms for implementing the system of pedagogical interaction between school and family.

Practical significance: we investigated the mechanisms of construction technology teacher interaction with parents; refined strategic, tactical and operational tasks of interaction at each technological stage.

The results of the study: solution to the problem of family interaction and the school from the perspective of system-activity and technological approaches of the teacher expands capabilities in integrated solutions parenting tasks, provides the most favorable conditions for the development of the individual student, to prevent the negative impact of a number of social and educational factors on the psyche of the child; justified stages technologies of pedagogical interaction with pupils parents on the basis of system-activity approach.

Dyakova I. V. The contents of the stable harmonically developing space of primary schoolchildren’s extracurricular activities while teaching English

Abstract. The requirements to the contents of the education space of extracurricular activities, providing primary schoolchildren’s speaking English motivation are considered. The language material is enlarged with lexical items allowing to meet the communicative needs of primary schoolchildren. The lexical items are added taking into account three-channel perceptual system “hear, see, do”. It can solve the problem of primary schoolchildren’s physical development.

Purpose. Formation of harmonically developing space of extra-curricular activities using physical exercises with methodically justified foreign support.

Methods and techniques. Analyses of scientific literature and courseware dealing with the problem of the investigation, synthesis of the approaches to the learning the English language and physical culture, formative experiment.

Scientific novelty. The model of extra-curricular activities allowing to meet primary schoolchildren’s intellectual demands and their demands for movement is developed. The contents of educational activities permitting fulfilling oral English speech teaching using motor analyzers is justified.

Practical significance. The complex of physical exercises is worked out. It takes into account the structural organization of the English language and the demand of the schoolchildren for movement. The practical significance of the investigation consists in the opportunity of introducing the results of the investigation into the primary schooling practice as integrated English and physical culture extra-curricular classes.

Zagvyazinsky V. I. Concerning the social importance and a demand of pedagogical researches

Abstract. The publication purpose is to plan perspective directions of pedagogical research activity. It is proved that the low demand of results of pedagogical researches is caused not only by full subordination of a science to departmental interests and inquiries, inability and unwillingness of officials to listen to opinion and conclusions of scientists, but also low quality of considerably increased stream of dissertational works and the publications which authors aspire to avoid sharp, socially significant problems. Theorists not too actively oppose dominations of formalism, petty official guardianship, the paper and computer-based data reporting. As a result, practice is also out of order — plenty of important issues are lost in the educational plan, the preparation of qualified engineering and personnel, and knowledge on natural-scientific disciplines; leading position of the Russian education in a world ranking concerning development of creative abilities of oncoming generation is lost. Under «the optimisation» slogan, unreasoned decisions with not counted risks, focused on illusive momentary benefits and heedless of the delayed social effects are made. Measures on real support of scientific and pedagogical schools, on education of methodological culture of supervisors of studies and scientific consultants are offered. It is referred to the establishment of regional centres of science on the basis of leading universities under the authority of the Russian Academy of Education. The long-term experience of activity of the Centre on the basis of scientific and pedagogical school of the Tyumen State University is presented as an example. The author points out the approximate subjects required by practice and the perspective scientific themes providing real but not a declarative priority of education in the state development; it will allow the country to overcome the development gap behind the best world educational standards.

Fedorov V. A., Stepanov A. V., Stepanova T. M. Organizational forms of structures of the modern university as a condition for improvement of educational and methodical work

Abstract. The aim of the investigation is to justify urgency and efficiency of teachers’ collective work of the chair on formation of integrated special professional competences of trainees. Described innovations will give the chance to carry out necessary integration of educational processes content; will promote natural interaction of teachers on the basis of the generated complete integrated subsystem — composite staff-clusters. The innovation vector can be connected with more dimensional field of integration, i.e. generating not only special professional competences, but also general professional and common cultural ones. Scientific novelty of article is connected with expansion of some content positions which are based on scientific-theoretical conclusions of researches pedagogic-collective (by V. A. Suhomlinsky, etc.) and organizational-psychological (by K. Rogers, etc.) processes, and also ideas of synergetics extrapolated into organizational-pedagogical processes. It is shown that efficiency of educational process can be reached under a condition of organizational and methodical work interrelatedness; synthesis of administrative and performing activity on the basis of the whole educational process interaction. Necessity of composite pedagogical creativity is proved by synergetic processes and motivation-emotional characteristics. The authors suggest that creation of similar new (innovative) pedagogical working conditions of high school chairs is necessary in the nearest future. Such organisation will give the chance to carry out real communication of a science with practice and as a whole will raise quality and productivity of educational processes in higher educational institutions.

Lourie L. I. Why graduates of pedagogical institutes become managers?

Abstract. Theoretical and practical activities of teaching activity methodology are considered under the conditions of economic and spiritual crisis. Being at a stable condition of a society, the teacher follows traditions and represents self as the compiler of memory of generations. Cultural and historical influence of pedagogical events of previous years ceases to be a significant; the teacher needs to have non-standard decisions, real affairs and the acts are required, helping to avoid repeatability and stability of professional failures. Also it’s important to possess a high level of education, culture, emotions and relationships that would provide live and emotionally rich communication of participants of the educational process; the aim of such communication is to establish the authenticity of the moral and spiritual values. Cultural bases of activity of the teaching staff of the university are considered. Ideological nature of pedagogic education as a base for self-actualization is shown.The specific steps to overcome the crisis in the system of training of higher educational qualifications are pointed out: development of strategy of the given preparation as a whole, and tactics of its realisation in concrete high schools on the basis of a social consensus principle; information assurance of financing sources of high school and the reporting on financial and economic activity of its staff; cancellation of introduction practice of various «new generations of standards”, involving an avalanche of «make work”; educational process filling by student teaching in educational institutions of various types and kinds; development of an one-year cycle of a pedagogical education as the second higher education; granting of academic freedom to universities, etc. The importance of subject oriented education within the system «school — university» as a powerful tool to increase motivation of pedagogical work is highlighted.

Abramov R. A. Outsourcing model of public participation in local government

Abstract. The article shows the experience of outsourcing in local government. It is shown that the population can participate in this process at the level of not only advisory in the form of public associations, but also in the form of participation and performance on a commercial basis of the individual functions of the executive power. It was found that the volume of tasks to be performed by enforcement authorities, determines the use of a wide range of innovative management tools. Analysis of the regulatory framework and regional development projects showed that in the Russian Federation today, innovations in governance are being implemented rather slowly. As a comparative analysis of the identified processes, which show that in developed countries, innovative technology is widely used in business and administration. The basic position changes in the legislation, as well as analyzed the mechanisms to prevent negative phenomena. Application outsourcing model is proposed to determine how to effectively implement the model on produced social effect.

Abstract. Research of applicability of peer assessment of written works in full-time courses are conducted in order to establish sufficient conditions for the reduction of teaching load and intensification of active learning by students. Basing on existing methodologies for peer evaluation of mass online courses were created assessment models and rules, specific to audience and training format. For two years of experiments real-life raw evaluation data for analysis and calculated results were gathered. The applied assessment methods were analyzed as well as the simulated results for other grading calculation formulas. Combining formulas for assessment of the authors and peers with special rules of work allow to achieve reliable results, this is a new approach to educational practice. The practical significance of the study is the experimentally proven experience and formulas modeled on the experimental data, that allow to calculate the grades without teacher.

Pykanov I. V. Functional approach to the study of the motivational management activities of the head of school

Abstract. The purpose of the article: identify and justify the need for methodological management activities motivational head of school as a condition of effectiveness of the organization of educational process in the school and improve the quality of interaction in the teaching staff.

Research problem: it is to identify what goals motivational activity of the head may be desirable and achievable result of the motivation of the teaching staff? How to formulate the goal of motivational teaching staff management activities?

Methods and techniques: comparative benchmarking of functional paradigms in intraschool management system; synthesis of theoretical and methodological approaches to the organization of motivational management activities in the scientific and educational literature.

Scientific novelty: from the perspective of the functional approach to clarify the meaning of motivational activity of the head of the educational institution and its influence on the nature of industrial relations in the pedagogical team and the quality of the educational process; as one of the principles of the effectiveness of management activities motivational leader highlighted the principle of harmonizing the mutual expectations of the individual and the organization as a whole. Practical significance: it proved that the obstacles to the formation of the primary motive may be due to lack of sufficient information on the problem, blunders in the planning and organization, ineffective feedback in the teaching staff; revealed that the aim of motivational activity of the head of the school is to ensure the fulfillment by each teacher the most appropriate ways set before them in accordance with the plan and the organizational structure of the particular employment problems due to the overall objective of the educational institution.

The results of the study: it found that the level of motivation influences the quality of the team members, as well as a direct link between the quality management activities and motivation of teachers; It proved that the head of motivational activities in the management of teaching staff is determined by the strategic goal of management of educational institution and is aimed at the realization of the conditions that allow teachers to effectively carry out work in accordance with their mandates and responsibilities.

Abstract. The purpose of the article — to analyze the experience of the development of education Pervouralsk urban district and to identify ways to improve the functioning of local self-government bodies in the sphere of education.

Methodology and methods of research. In order to explore the practical education management experience at the municipal level have been studied official documents that reflect the state of the direction and results of the development of municipal Pervouralsk urban district education system (municipal education development program, reports on the status of a municipal education system, etc.). In March 2014 the authors have conducted a survey of teachers of the city of Pervouralsk (sample size was 274 people.) And experts — directors and deputy directors of schools and education professionals Management (interviewed 61 expert).

In the following research methods were used: description, analysis, synthesis, measurement, analysis of official documents, the analysis of statistical indicators questionnaire.

Results. The study authors studied the experience of the management of municipal education system of the urban district Pervouralsk received empirical data describing the state of the urban district education Pervouralsk, revealed the opinion of various actors of educational relations on development issues of a municipal education system, offered direction of improvement of the activity of the urban district of local government Pervouralsk on the development of a municipal general education system.

Abstract. The article is devoted to extracurricular music education of children in the Russian foreign countries. It reveals the basic methodological aspects of the organization of music education in the emigrant extramural institutions. A significant contribution to the development of methodological basis was made by S. O. Seropolko and A. D. Aleksandrovich. Problems for adult education, including music, were discussed at the Pedagogical congresses and meetings. Afanasyeva T. P., Novikova G. P. Readiness of the teacher to management of development of their school

Abstract. This article from the perspective of the leading ideas of the scientific school of developing pedagogical systems academician RAO VS Lazarev is a structural model of readiness of the teacher to be the subject of his school. Given the concept of readiness of the teacher to be the subject of innovation, proposed criteria and indicators for assessing its level. The results of an empirical study to test the developed model. The study highlighted a group of teachers with high, medium and low levels of preparedness for the management of innovative activity at school and established a statistically significant difference between them on the formation of motivational, cognitive, technological and organizational preparedness components. Obtained evidence that the willingness of the teacher to be the subject of innovation activity is a function of its readiness to implement the partial control of its functions. The study also confirmed the link between the willingness of teachers to be the subjects of innovation and their real involvement in the management of this activity. Theoretically and empirically grounded model of readiness of the teacher to be the subject of innovative activity at school is the basis for the assessment and development of this characteristic. Using the developed methodology evaluation will identify factors that reduce the level of preparedness of teachers to manage the development of their schools to develop individual path to enhance their innovative competence, as well as ensure their inclusion in the productive development of school development program. All this will improve the quality of innovation activities at the school.

Vodyakha Ju. E. Psycho-pedagogical model feature recognition of intellectual giftedness in adolescents

Abstact. The aim set out in Article research is the search for psychological and pedagogical technologies of identification of intellectual giftedness manifestations in adolescents under conditions of mass education with the involvement of different specialists, parents and students themselves. In spite of the existing scientific literature development of methodologies for assessment by experts in the field of psychology of certain types of children's gifts, complex technology, differentiating the intellectual and academic talent are rare.

Methods and techniques. The described procedure is a complex psychological and pedagogical identification of intellectual giftedness characteristics is based on the method of observation, peer review, empirical psycho-diagnostic method, mathematical and statistical analysis methods. The study used a single scale method «Assessment of abilities and personal qualities of students and preschoolers» E.E. Tunik, V.P.Oputnikova and standardized method «Test of teenagers intelligence» IM Dashkova, NA Kurganskiy, LK Fedorova and N.A.Baturin.

Results. Developed and tested a model of psycho-pedagogical characteristics of identification of intellectual talent in adolescents. The boundaries of the peer review possible characteristics of intellectual giftedness different categories of persons involved in the process of training and education. These empirical findings broaden and deepen understanding of the peculiarities of the structure of intelligence and manifestations of intellectual talent in modern teenagers.

Scientific novelty. It demonstrated the prospect of using the model of psycho-pedagogical identification of adolescents intellectual giftedness characteristics in educational organization. It presents an opportunity to fix the diagnostic characteristics of intellectually presented teenagers and their objectification by gradual peer review procedures, psychological testing. The developed model has contributed to the development of the so-called resource psychodiagnostics.

Practical significance. Proven psycho-pedagogical model of identification of intellectual giftedness teens characteristics optimizes the cost of the identification procedure to involve recognition of the activity of all subjects of the educational process, including parents and teachers, to differentiate the characteristics of intellectual and academic talent.

Menshchikova I. Yu. Designing of higher school’s educational programmes: at aspect of the social work bachelors’ education

Abstract. The article addresses the problem of education (bringing up) of the higher school’s students — the social work bachelors. The purpose of the article is to present the designing order of structure and content of higher school’s educational programmes which ensure education (bringing up) of the social work bachelors. The research methodology is based on position of developing holistic educational process, consisting of interrelated and interdependent processes of education (bringing up) and training (instruction) of the higher school’s students. Bringing up process takes a leading place inside developing type of education and ensures the arising and development of personal values’ hierarchical system at the students. The research methodology is a created by the author set of mutually related methodological approaches: structural-genetic, system-activity, anthropological, cultural, activity, epistemological, axiological, action-competence and value-sense. The research methods — analysis and summary of the literature on the issue of the higher school students’ education (bringing up), analysis of the requirements’ content of the Federal state educational standard of higher education in the direction of training «Social Work» Bachelor level. The findings — identified and described the structure and the basic content of the parts’ system of two interconnected (interdisciplinary and out of disciplinary) educational programmes of higher school, set out the designing order of these programmes. Scientific novelty of research — disclosed the value-orientated specifics of higher school’s educational programmes as the means of contributing to the arising and development of personal values’ hierarchical system at the students. It is shown that hierarchical system of personal values appears valuable bases of professional work, which experts in social work carry out in a professional reality and that students should master. The practical significance — proved the possibility of introducing interdisciplinary educational programme of higher school in content of all academic disciplines, practices and research. The possibility of integration out of disciplinary educational programme of higher school with content of extra-curricular activities of the students is considered. Abstract. The purpose of the article is rationale of methods and receptions of tolerance of relations of old preschoolers to their peers by art. Methodology of the research is based on the theory of humanistic direction of art (G. Hegel, N. G. Chernishevsky), on idea of a priority of spiritual education of a child in the process of the art activity (N. A.Vetlugina, D. B. Kabalevsky). Methodic of the research — analyze and generalization of musical-pedagogical and psychological and methodical scientific literature and researches of a moral education which describe facilities of art’s impact on a person in the process of creation of an art product and in the process of its perception.

Results of the research — art is the effective way which can be used for tolerance’s forming of relation of old preschoolers to their peers. Preschoolers can know about etalons of understanding one person another in two forms of esthetic activity of children: art’s perception and creation art product.

Scientific novelty — we substantiated methods and receptions of tolerance’s forming of relation of old preschoolers to their peers at musical classes: method of motivation to feeling of emotional-sensing intonation, method of constructive dialog, receptions of plastic intonation, theatre, «personalization» of hero.

Practical meaning describes possibility of introduction of these methods and receptions in a process of musical classes of children's educational institutions.

Sibirev V. V., Sibireva A. R. Main factors introduction of information and communication technologies by the educational organizations of the Ulyanovsk region

Abstract. In this work we consider a system «introduction of innovation in educational organization», parameters characterizing this system. We study the same type of innovations — projects with introduction of information and communication technologies by educational organizations of the Ulyanovsk region.

Methods and technique. We made experiment on collecting, statistical processing and the multidimensional analysis of parameters of innovations. Sociological, diagnostic, statistical methods, the cluster and factorial analysis are used.

The work purpose is classification of variables describing innovations, finding of main factors, a reduction of variables, identification of the hidden interrelations between variables.

Results of research. We revealed a small number of the hidden main factors explaining variability of all processed data set. These factors relate to the theoretical model of information flows innovations. They are treated in terms of the hierarchy of complex systems. We produced the factorial analysis of data for homogeneous groups of respondents (clusters). Dynamics of change of the importance of the main factors from cluster to cluster is traced.

Scientific novelty. The revealed main factors are classification features for innovative projects «introduction of information and communication technologies by the educational organizations». The interrelations between parameters describe the causal relationships that are important to consider in the practice of innovation.

Practical significance. The main factors can be used for diagnostics of a condition of the innovative project. They allow to present a full picture by means of small number of parameters. It solves problems of the excess reporting, impossibility to process information, insufficiency of information at management of innovation. It leads to reduction in reporting of paper documents while preserving the information content.

Аbstract. The aim of the paper is to analyze the organization of additional vocational training of civil servants of the Sverdlovsk region to identify problems and develop practical recommendations.

Methodology and methods of research. The study is based on comprehensive primary data that was gathered from analysis of co-holding of official documents and a statistical analysis of the data obtained during the survey of Sverdlovsk region civil servants (interviewed 368 human century). Methods: analysis of documents, questionnaire, analysis of statistical data.

Results. The paper considers the problem of organization of continuous training of public servants. The article gives practical recommendations on organization of vocational training of Sverdlovsk region civil servants.

Scientific novelty. Based on studies performed by the authors developed a new diagnostic methodology that will reveal the assessment of the additional professional education of the Sverdlovsk Region civil servants; the proposal by a non-traditional approach to training of civil servants; proved promising use of new approach to the organization of continuous training of public servants.

The practical significance. The value of the study results consists of practical recommendations for improvement of the organization of the civil service managers training. A questionnaire survey of teachers in several educational organizations revealed different understandings by the respondents extent of their participation in the management of extracurricular work, and also outlined the lack of planning and control.

Results. In the conditions of multilevel training, special attention should be paid to the content and form of tasks for independent work, which should be directed on formation of competences and to have a problematic character. All this should help to increase diversity of forms and methods of independent work, and it is necessary to increase the number of predominantly such tasks, where the content is designed on interdisciplinary basis, combining the individual components of competencies in the experience. From the position of competence approach developed the basic features of organization of independent work in the form of a certain sequence of actions of the teacher (goal — motivation — management — control — correction — assessment), the content of which depends on the subject of the activity.

Scientific novelty. On the basis of the research proposed the author's interpretation of «independent work of students» organizations, which in high school is not optimizing its individual species, and in creating the conditions for high activity of the autonomy of the students in the classroom and outside during all types of training activities. Highlights the need to maintain defined objectives at each level of training in a specific direction, providing structure and content of their subordination set forth in the standards of higher education standards.

Practical significance: we have Identified and formulated the basic directions of activity of the teacher on development of system of independent work in the framework of the educational program, allowing to provide formation of professional competence of students in the process of mastering fundamental knowledge and practical skills.

Abstract. The author of the article reveals the process of the organization and content of psychological-pedagogical diagnostics of professional and personal development of teachers in the general school environment. He classified the requirements to professional and personal qualities of the teacher in accordance with the modern demands of Russian education. The author established criteria and indicators of professional and personal development of teachers. Author matrix of activities aimed at efficient professional and personal development of teachers in educational organization appeared in accordance with the criteria and indicators. The author developed electronic diagnostic methodical product «PLR – test». It allows the teacher to carry out self-diagnosis and monitoring of professional and personal development, efficiently and objectively, for short time. The author proved the importance of psychological-pedagogical diagnostics of professional and personal development of teachers to define the strategy of scientific and methodological support of the educational organization and implementation of the requirements of the professional Teachers’ Standard.

Abstract. Learning outcomes of massive open online course "Cisco Certified Network Associate Routing and Switching. Introduction to Networks" in Cisco NetSpace e-learning system are presented. Open and free access to the integrated video course content and a possibility of remote labs on the real equipment were provided to everyone. Students were completely free to choose the mode of study for this course. Learning outcomes are presented for five major categories of students and include number of passed exams, the average score and time activity. The findings are similar to known results from foreign practice and confirm the need for further research to improve MOOC learning efficiency. Abstract. The problems associated with the preparation of scientific and pedagogical personnel as the third stage of higher education are analyzed in this article. Menshchikova I. Yu. Designing of higher school’s educational programmes: at aspect of the social work bachelors’ education

Abstract. The article addresses the problem of education (bringing up) of the higher school’s students — the social work bachelors. The purpose of the article is to present the designing order of structure and content of higher school’s educational programmes which ensure education (bringing up) of the social work bachelors. The research methodology is based on position of developing holistic educational process, consisting of interrelated and interdependent processes of education (bringing up) and training (instruction) of the higher school’s students. Bringing up process takes a leading place inside developing type of education and ensures the arising and development of personal values’ hierarchical system at the students. The research methodology is a created by the author set of mutually related methodological approaches: structural-genetic, system-activity, anthropological, cultural, activity, epistemological, axiological, action-competence and value-sense. The research methods — analysis and summary of the literature on the issue of the higher school students’ education (bringing up), analysis of the requirements’ content of the Federal state educational standard of higher education in the direction of training «Social Work» Bachelor level. The findings — identified and described the structure and the basic content of the parts’ system of two interconnected (interdisciplinary and out of disciplinary) educational programmes of higher school, set out the designing order of these programmes. Scientific novelty of research — disclosed the value-orientated specifics of higher school’s educational programmes as the means of contributing to the arising and development of personal values’ hierarchical system at the students. It is shown that hierarchical system of personal values appears valuable bases of professional work, which experts in social work carry out in a professional reality and that students should master. The practical significance — proved the possibility of introducing interdisciplinary educational programme of higher school in content of all academic disciplines, practices and research. The possibility of integration out of disciplinary educational programme of higher school with content of extra-curricular activities of the students is considered. The basic directions of the students’ bringing up, implemented in the framework of higher school’s educational programmes in the university teaching practice: moral, intellectual, labor and civil law.

Polevoi G. G. Correlations indexes of coordination abilities with the indicators of physical qualities and mental processes of young football players

Abstract. The aim set out in Article research is to find new of methodical approaches to improve the methods of development of coordination abilities of young players. Despite the proven efficacy of the differentiated approach in the preparation of sports reserve, no data found, taking into account the typological features of display properties of the nervous system of children involved in football

Methods and techniques. We used statistical methods to determine the validity and reliability of the results of scientific research. Statistical analysis was performed using a personal computer Pentium- 4 and using the Microsoft standard statistical software package Excel 2007. Correlation analysis was performed using the program Bio Stat 2009.

Results. Identified and synthesized a new classification of specific coordination abilities in terms of their impact on mental processes of young football players. The new data that expand and deepen the modern theory and methodology of football with new knowledge about the coordination abilities, peculiarities of the relationship indicators conditional abilities and mental processes with the indicators of specific coordination abilities of the players with strong and weak nervous system.

Scientific novelty. Demonstrated prospect for a differentiated approach based on a typology. The features of the relationship of coordination abilities indicators with indicators of conditional abilities and mental processes of the players of 11-12 years with a «strong» and «weak» the nervous system. Defined «leading» and «additional» specific types of coordination abilities in different groups of players.

Practical significance. Accounting data obtained as a result of the correlation analysis, in the training process of young players can provide a significant increase in the efficiency of the development process -specific coordination abilities, level of mastery of the technical and tactical methods and competitive performance, as well as improve the performance of the mental processes of children involved in football.

Abstract. The article is devoted to the draft of the program, which developed at the Moscow institute of open education. Intensive development of capital system of additional education of children became its purpose. The draft of the program is based on situation that additional education of children, representing its informal segment, is the most effective way of development of the tendencies, abilities, interests which are trained.

In material relevance, the general and private principles of creation of the program of development of additional education of children of Moscow reveal, the main directions of its implementation are described. Abstract. The article considers the problem of continuous updating of knowledge by teachers of professional education, working with information technologies. The purpose is to identify methods of active formation of such qualities, which could become a universal basis for the development of background as a result of successful education of the personality in conditions of constant transformation of the content of the profession. On the basis of the material of expert assessment of the quality of services for online testing with the help of factor analysis were identified such personality traits of teachers that are characteristic of universal pedagogical aims that are crucial in the process of learning new pedagogical information technologies.

As methods of research the authors use tests, expert evaluation, factor analysis. Scientific novelty consists in using the technique of factor analysis to identify universal qualities that are associated with the analysis of the experience, positive and negative attitude of the teacher to methods of carrying out professional duties.

The practical significance lies in breaking the teachers’ stereotypes of attachment to the already studied, defined as pedagogical conservatism and in the appearance of their endeavor to escape from an established but outdated ways of life, characteristic of pedagogical principles and standards of practices of traditional teaching. Abstract. The purpose of the article is to prove the possibility and necessity of psychological support of students’ individual educational trajectories. The essence of individual educational trajectories is informed and responsible choices subject target orientation to realize their professional and educational potential in accordance with traditional values, attitudes and meanings of life. It is shown that high dynamics of economic processes and the integration of manufacturing technologies have generated the need for its networking, and led to a new organizational form of education — individual learning paths. The choice of educational trajectory is determined by socio-professional orientation of students, their value-sense orientation, the availability of alternative educational programs, opportunities for educational organizations.

The structurally functional model of psychological guiding of working out and realisation of individually-educational trajectories is proposed. The authors have described basic elements of the given model — the purpose, object, subject, subject matter, principles, means, conditions and results. In particular, the purpose of tutor guiding is maintenance of personal and professional development of trainees with due consideration of their individual psychological features and socially-professional specificity.

Koveshnikova O. T. The process model of formation of civil self-determination of the senior pupil

Abstract. The paper considers the model construction basics of developing the civil self-determination of the high school students in the context of holistic and axiological approaches; the definition of the above aspect of self-determination being given, its stages identified. The author comes up with the idea of creating the pedagogical situations of the civil dialog along with the universal didactic means for all educational stages including the heuristic tasks, discussions and situational role play; the content and component composition of the civil dialog being introduced including such varieties as the dialog of a teacher and student, students' interaction, and inner dialog.

The formation of the civil self-determination is regarded by the author as the personality development aimed at creating, realizing and accepting the ideal of a citizen. In authors' opinion, the above process is conditioned by interactions of objective values and subjective personal conceptions of values, and results in acknowledging and adoption of the fatherland and civil society values.

Kolgatin S. N. Is it necessary to teach the theory of relativity in general physics course

Abstract. The aim of the present investigation is to discuss and study the general structure of the course of Physics at the high school in an extended sense. In a narrower sense, the author wonders about the necessity for inclusion of the section «Theory of Relativity» in the General Physics course, and discusses the possible site of this issue in the order of presentation. The author discusses two ways of disposition of the relevant material in the course structure, and correlates them with the required level of Physics teaching. In the first approach the Relativity Theory course is considered as a part of Modern Mechanics and is placed in the first semester immediately following Kinematics. In the second approach, Relativistic Physics is presented as a result of deduction, as a generalized theory explaining the unity of the world and the objective existence of physical laws; in this case, the section is better to locate after Optics, immediately before Atomic Physics. As a result of consideration, the author proves the conclusion that the inclusion of the Relativistic Theory course in a number of sections of General Physics is necessary. The author offers a list of questions for each of the anticipated levels of development of the subject and associates the place and depth of teaching relativism with these levels. Based on long-term teaching experience, the author summarizes and presents own research findings and results. The results of the investigation are presented in its original form, suitable for use as charts and tables.

Abstract. The aim of the investigation is to study the problem of efficiency of work experience internship in a technical university and its role in the education of future professionals (problem has been investigated in the framework of the research project «Monitoring of social well-being and problems of professional adaptation of ISPEU students»). The level of graduates’ satisfaction with the work experience internship is revealed that works on an estimation by students of quality of preparation in high school, the relation to a received speciality and success in the future profession. The data on a self-estimation of readiness of students to work experience internship is cited. Criteria of successful work experience internship are formulated. The given researches carried out by the authors, prove that work experience internship positively influences professional consciousness of students and promote formation of steady positive installations for professional job. However, work experience internship in its institutional forms is functional and appears to be the effective tool of professional socialisation of the future experts (it allows trainees to approve the knowledge received in high school in a practical field, and actual working conditions; to estimate own professional and personal potential; to adapt for the requirements shown by the future profession; to prove on a possible place of the future work), but in practice it turns out to have only theoretical positions of the organisation of educational process in high schools. The results show that a third of fifth-year students are not satisfied with the work experience internship organization by the university and host company actions, more than a quarter of students are not ready to practical work, 40% feel the clear lack of practical skills in their future profession. As a result, there is a commonplace opinion that internship is a waste of time. These data show that universities today have a reserve of unused potential to increase internship efficiency.

Abstract. The purpose of the article — to show scientific and social importance of biomechanics motor activity important not only for elite sport, but also for ordinary consumers of health services and programs through the adaptive logic-competence approach to the subject, realized through design technology level system.

Scientific novelty of direction «Biomechanics in design technology», is that the earlier design technology method is used in the core subjects «Biomechanics of motor activity» to educate students on specialties: «sports», «physical culture», «adaptive physical education», «health technology». Realised in practice level system has not been used in universities sports profile. This is an innovative direction for sports specialties in the scientific-methodical and research activities in the subject allows you to connect theory and practice, it contributes to the development of various trends in research work with students.

Biomechanics, as an interdisciplinary science, takes into account and integrates the various research areas, and the course involves the development of scientific categories and concepts, research using specialized techniques: optical, electromyography, accelerometer; statistical methods of comparison and analysis of experimental data, multivariate analysis and the implementation of the settlement and graphic works. With the help of the «method of design technologies» students learn how to develop different types of projects, a deeper study specific terms and trying to build its own mechanism for research.

The article shows a perspective and manufacturability of design activity of students studying the subject. The basic foundation of learning experiments are performed in laboratory work as well as presentation of settlement and graphic works with representation of the complete billing system and scientific biomechanical terms. The analysis showed that the introduction of design technologies and established level system can work and develop in any academic subject.

The practical importance of this area is determined by the theoretical and practical relationship of the structural parts of the object, its adaptability, logic-competence approach, important for building professional competence in the subject.

Spirina N. A. Multi-sensory branding as a tool for the formation of a positive image of the higher education institution

Abstract. This article discusses the main directions of methodology for higher educational brand formation through the involvement of educational services’ consumers by using different sensory organs. The author presents the main advantages of the sensory branding over conventional not focused on the senses of consumers. The author proves the need for innovative approaches to educational branding in economy of values. Market congestion with advertising messages and information noises makes it impossible to win the commitment of consumers of educational services on the basis of the functional characteristics (high-quality education), focusing only on the vision or hearing of consumers (video and print advertising). It is necessary to focus on other senses of the consumer, such as touch, smell, taste. This will enhance the emotional connection with the consumer, make it possible to expand the range of services using an existing brand, and also allow defending against competitors. Multi-sensory branding creates a strong link with the consumer, since emotional commitment is stronger than functional. In other words, a sense of interaction with the brand persists much longer than simple physical satisfaction of needs.

Abstract. The article compares the approaches to career-oriented activities in countries with different levels of economic development. It was found a few patterns. The higher the state at capita income, the more attention it devotes career-oriented work. In developed countries, policy in this area is based primarily on the interests of the individual; acquaintance of children with the world of professions begins in elementary school, and the time of the final determination is postponed until the completion of the senior school level, and provides the ability to change the direction of professional training in the event of discrepancies the original qualities of the student chosen profile. In developing countries, career guidance activities, on the contrary, firmly linked to the needs of the economy and the labor market; here it noted earlier fixation professional preferences and less flexible attitude to the unfortunate choice of specialty young man. For all foreign schemes career guidance typical organization of a continuous, lasting throughout the school, observing achievements, passions and inclinations of children, preparation of their portfolio and account for all of this information at consultations on trade and selection of applicants for continuing professional training in colleges or universities. Abstract. The aim of the investigation is a verification of new model necessity of vocational training within the graduates of technical branches of study in high schools. Expert’s activity unlike educational activity is not structured-in-detail. Knowledge from the diversified areas and based on it skills to find out appropriate, uncommon decisions of current problems and arising problems are required for effective work on present-day production with constantly improved and becoming complicated technologies. The traditional reproductive training focused on presentation of a set of information and given algorithms for completing different activities presented by the teacher does not allow forming properly creative research way of thinking, abilities to master professional innovations and readiness for regular self-education of trainees. The author notes that it is necessary to work out and introduce essentially alternate methods of preparation that would provide systematic integrity of the systematised theoretical knowledge with acquirable practical skills and its application. The author considers the contextual model of training as one of the most appropriate and reasoned. The principles of contextual training model are pointed out. The performance technique of the practical tasks which logic is close to logic of real professional work is considered. The novelty of contextual training model in relation to designing of academic and didactic materials consists in updating of practical training, corresponding coherence of theory and practice as the essential formation of professional skill and competency. The solution algorithms under the reduced or formerly known formula and functional connections are organized in such a way as to motivate the student for regular appeal to educational sources of information (such as textbooks, study guides, reference books). The author states that the uselessness and unreliability perception of theory mastering is avoided due to the proposed training; problem solving is not confined to simple mathematical calculations. Abstract. The purpose of the article is to present the scientific and teaching community a new approach to solving the actual problem of educational activity and practical implementation of GEF developed by the scientific team DCPC "School in 2000..." under the leadership of Lyudmila G. Peterson. Methodology of proposed approach is based on the general laws of the activities identified by the MMK and Russian MMPK methodological school (Schdrovitsky GP, Anisimov OS, etc.). This resulted in identification of complex technology and teaching tools, ensuring the gradual formation of ability to learn based on continuous educational process at all stages of human life. The scientific novelty of the research: The mechanism of formation of universal educational actions (UEA), based on the method of self-reflexive; considering the general law of formation of any new element of the system, the research highlights the key stages of UEA's development. Practical value: technological and methodological tools have been developed and tested, ensuring reliable formation of all kinds of UEA at different levels of general education: the technology of the activity teaching method and its modifications for all education levels (pre-school – school – university), meta-subject course "The World of Activity" for students grades 1-9, a continuous course of mathematics, "I'm learning to learn" for grades 1-9; and the system of UEA's complex diagnostics.

Abstract. In the article basic conceptions of modern pedagogical education are examined in connection with the problem of the controlled from distance educating, and also module-rating system in combination with the structure of the controlled from distance technologies. The increase of efficiency of educational process is based on approaches of the systems and decisions of modern problems at mastering of knowledge and skills in an educational process. Informative NT intensify the process of educating with the use of scientific approaches in the specific of educating and education and include such divisions as theoretical bases of the pedagogical systems; Modern psychological conceptions of mastering; methods of selection of didactic material and also organization of independent work of students. The structure of the controlled from distance technologies of educating and didactic efficiency of teaching functions of testing can increase due to the use of receptions of the problem educating and introduction of the module-rating system, that organically combine with the controlled from distance technologies of educating and test forms educating, allowing objectively to estimate knowledge of students with the high degree of authenticity. Module-rating approaches of estimation of cognitive activity of students must be examined as a mechanism of account of estimation of knowledge, being within the framework of the controlled from distance technologies educating that are based on a specification in determination of aims and maintenances of educating.

Abstract. The aim of the article is development of an algorithm for identifying the relevance of research. The article is written on the basis of use of methods of theoretical and empirical research papers. In the result, the article proposes a new algorithm for identifying the relevance of research based on the analysis of losses which tolerate different spheres, in the event that the study will not be conducted. The algorithm represents all the stages of the identification of the relevance of scientific research and presented in the form of graphic images. We propose using this algorithm for identifying the relevance of research and analysis available. It is shown that in the process of writing a scientific qualification work, the relevance of the study are determined jointly by the supervisor and his student. The proposed methods of their interaction, to identify the relevance of the theme of the qualification work. The practical significance of the work lies in the fact that in this paper we propose a specific algorithm for identifying the relevance of research that can be used by academic leaders, experts and all interested parties.

Scientific novelty of research is reflected in the fact that the author of the first pre-attempted to diagnose the specified structure of psychological readiness of teachers to innovative activity, to identify and interpret the relationship between components of psychological readiness.

Minyurova S. A., Kalashnikov A. I. The development of the test for the diagnostic of the professional commitment: the definition of the phenomena construct

Abstract. The aim of the article is the definition of the initial theoretical concepts, key concepts of phenomenology and capturing of the professional commitment construct on this basis.

Methodology and methods of the research. Comparative analysis; synthesis; systematization of materials on the problem.

The methodological basis of the study was a three-component model of professional commitment (J. Meyer. N. Allen, 1993).

Results. The article describes the problem of the content of the professional commitment, defines the inferiority of the existed foreign professional commitment model, and notes the absence of the adaptation of domestic diagnostic methodology of professional commitment. The results of the conceptual analysis of similar domestic and foreign definitions («professional commitment», «occupation commitment», «employee loyalty» «organization loyalty») were presented: the meanings of these definitions were determined, the similarities and differences of these definitions were described and all received meanings were grouped into the professional commitment construct. The article includes comparative analysis of the professional commitment construct with the domestic and foreign researches under the problem of commitment. It also analyses models and approaches to professional commitment and its components. The results of the expert assessment of the determined notional units of the professional commitment phenomena were described and five-components model of professional commitment was presented for the following development of the diagnostic methods.

Research novelty. As the basis for development of the professional commitment diagnostic method, the five-component model of professional commitment was described.

Practical relevance. The determined construct allows to broad the current model, or adapts diagnostic method of the professional commitment for Russian sample group.

Le-van T. N. Multilevel tutor support of teachers’ professional development in the implementation of health-creating function of a teacher

Abstract. The purpose of research is introduction and development of tutor support of teachers’ professional development in the field of implementation of duties related to the health of students, including teaching them the skills of healthy and safe lifestyle. Such duties are defined as the health-creating function of a teacher. The system of tutor support is directed to the formation and development of competencies of teachers related to the implementation of this function.

This system is designed and tested in 2014-2015 in the framework of the project of the federal Ministry of Education and Science on the topic «Implementation of practice-oriented model of tutors’ training, who are the representatives of the regional training institutes and management and also teaching staff in organizations of common and additional education in the field of promotion of health, the skills of healthy and safe lifestyle».

The system is represented by the federal, regional and local levels, which implement the general and specific functions of tutor support: informational, diagnostic, coordinating, consulting, organizational, financial, regulating of methodical aspects, promotion of scientific research in pedagogic, facilitating.

Multilevel and continual nature of tutor support is provided from the standpoint of the administrative aspects of solution to the problem of human recourses for implementation of the federal state educational standards – it points to the originality of the study. Testing of the system was carried out in 53 regions of the Russian Federation. The results of testing of the system «Multilevel tutor support of teachers’ professional development in the implementation of activities oriented on health» demonstrate its potential for creation of the general educational space oriented on health in the Russian Federation to improve the quality of activities of employees of educational institutions in the promotion of healthy lifestyle among students. The practical significance of the research is in the field of professional development of teachers, therefore, the results of the project can be used by employees of education authorities and experts of vocational education of teachers, employees of federal and regional institutions of education, teaching services, methodical associations on the basis of educational organizations.

Smirnov A. V. Interdepartmental project «The world language outlook in the foreign technical texts»»

Abstract. The aim of this project is to develop methodological elements of linguistic competence of the students, improve their skills in highlighting leading lexical units (keywords) in a foreign technical text, establish meaningful communication between them and create the language outlook model of the problems pointed out in the text.

Methodology and research methods used in the project, based on the concept of a world language outlook (T.I. Vorontsova, V. von Humboldt, O.N. Gronskaya, G.V. Kolshansky, M. Heidegger and others.). To solve the problems in the project a complex of methods has been used: empirical methods (observation, pedagogical experiment, analysis of the products of activity); sociological and psychological methods (testing, psychological and pedagogical diagnostics); methods of mathematical statistics.

In the process of implementation of the project good results have been achieved in the formation of the elements lingvometodological competence of students and improving the quality of knowledge of the world language outlook, their integration with the expertise, technical and business English, the quality of translations of professional texts and their linguistic analysis.

The scientific novelty of the project is to introduce new interactive concept – linguistic methodological competence, to determine the reference method of teaching that is relevant for short-term training of persons without basic language education – a complex linguistic analysis of texts in a foreign language, in which the text is the source of new knowledge about the language and the object of study in project-based learning.

The practical importance is to introduce in the educational process, interdepartmental project integrative in their functions, in which the text in a foreign language is used as a source of new knowledge on vocabulary, grammar and semantics of the language and as an object of complex linguistic analysis with the construction of a model of a language outlook of the text as a whole.

1. Implementing a system-complex approach ensuring the unity principle of conceptual approaches and work content in the diversity of the educational methods, forms and means used in accordance with the FGES requirements to implementing the Program of Spiritual-Moral Development and Education of the Trainees.

2. Introduction of the spiritual-moral as well as culturological components in the educational-pedagogical process as based on using the innovative pedagogical and methodological toolset represented in the respective innovative visual and methodic aids along with the other cultural and educational programs.

Practical significance:

The project is of a modeling and system nature covering all kinds of activities in the modern school and ensuring its replication by different type educational establishments depending on their specific conditions of work. E.L. Kudryavtseva. The project «Great Russian foreigners» as a means of realization of personality-developing education

Abstract: One of problems of formation of the cultural and language and humanitarian person is the territorial national-state differentiation of peoples and especially natural ressources in the former Sovjet Union with the goal to build a more or less rational scheme of use and development of social, economic and political integration. At once, when political situation changed especially in the countries of Union at the 1920ies, Russian diaspora came up (Russian boroughs e.g. Harbin until 1936 ), that have their own language, and ethnoculture, which are from the host countries, and the countries of origin, their own infrastructure (town in town), including mass media. Russian speaking diasporas is only entering scientific cultures, if, like 100 years ago, their heritage is growing in the dialog of culture, education or open cooperation with other lingual-cultural entities. The heritage of artefacts, founded by representatives of Russian speaking compatriots outside Russia is the main challenge in a global, polylingual world. One of paths of its decision – the global project “The Russian World in the World” and its subproject “Great Russian foreigners: Roads of history”.

Abstract: The article discusses the relevance of the introduction and application of modern information and communication technologies in the process of realization of educational programs in terms of networking. Realizing this goal, the authors reveal the most significant moments and present some results associated with the active use of ICT in the educational process of the Minin University in the course of implementation of the project on modernization of pedagogical education. Abstract: THe article is devoted to the implementation of the competence approach in education. The author clarifies the concept of “student -INION”, “grammatical competence” and the necessity of its formation at students of infonow. Attention is drawn to the difficulty of teaching students -infonow. Based on the experience of the author suggests the stages of the formation of grammatical competence in the classroom for the Russian language and the corresponding stages of the job types.

E.A. Borisova. Qualitative characteristics of fluid speech of children of preschool age with stutter

Abstract: The research objective is to disclose the subject matter of speech therapy work focused on fluidity speech formation of preschool age children, suffering stutter. The research findings demonstrate a specific approach to correction and stutter abolition of preschool children. Proposed author’s approach consists of complementary to each other directions of speech therapy work which are combines in the following way: coherent speech formation corresponding to age norms; the assistance in development of lexical and grammatical means of language; development of communicative skills. The identified methodological recommendations while correction-pedagogical process can be used for formation of communicative children readiness to school training and gaining experience of positive interaction with people around them. Timely measures aimed at speech acquisition of stuttering preschool children can warn possible deviations in mental development and prevent many difficulties due to their social adaptation. It is especially underlined that the guarantee of successful speech therapy work on stutter correction should be aimed at active interaction of experts with teachers of preschool educational institutions and parents.

Abstract: With the advent of the Federal state educational standards of preschool education undergoing fundamental change in the designation of the status of the child and the process of childhood. It shall have absolute value and uniqueness of the child. Modern educational space “impregnated” the ideas of humanization and personality-oriented concept. In the context of global changes in the formation of a very special role for professional and personal appearance of the teacher. The government has a choice of methods, programs that meet the new requirements in respect of the child’s personality and professional and personal transformation of the teacher. Therefore, it becomes important to study and understanding of the potential of the education system and techniques individually oriented character, which took their firm place in the educational space, proving their relevance, effectiveness and efficiency. One of the most prominent representatives of the ideas that have a humanistic orientation is an Italian educator, psychologist, founder of the method of scientific pedagogy Montessori.

A.V. Zelenin. Finnish education at the turn: what is achieved and where to go?

Abstract: This article describes actual problems of the curriculum transformation in Finland as a whole, and especially the language situation in multilingual education in Finnish school politics. The multilingual requirements established in Decree (298/1978) must be revised in view of inner and external circumstances. The first one is based on globalisation challenge, the second one showed the drift into English domination in schools in the 1980s and 2000s. Being at first as a positive trend in the Finnish multilingual education, now it has come an obstacle to learning of other languages.

The research findings demonstrate that the diversification of funding sources, the concentration of talents in professorial, scientific, student communities, the guarantee of the academic mobility, and the favorable
management structure of the US universities allow to lower dependence on economic instability, to provide development dynamism and adequately react to present calls.
The characteristic of the system developed in the present period of the US higher education is given; the directions of its innovative development in modern conditions are defined.
Implementation of the research outcomes while studying the positive foreign experience and judgements of the American colleagues in strategy of management adoption and the higher school organisation will help the Russian ones to find own way of rational and effective modernization of vocational training.

Abstract. The nonverbal means of communication used in compliance with the linguistic and cultural norms allow both verbal and nonverbal behavior adequate to the tasks of intercultural communication. The idea of using nonverbal communicative means is well-known in foreign language teaching techniques. However until now, the selection principles for such communicative means within the socio-cultural approach have not been proposed by the native scientists. The author singles out and describes the typology principles of nonverbal signals and the necessary knowledge of the nationally specifi c communicative base. The applied methods include the analysis and synthesis of physiological, pedagogical and methodological materials. Implementing the above principles gives way to incorporating the nonverbal means of communication into the process of foreign language teaching.

New educational standard provides for the development of communicative universal educational action (UUD), is becoming an important skill to participate in dialogue in the classroom and in life situations, the ability to Express their point of view, the ability to arrange their thoughts in speech and writing, ability to work in a pair. Developed in accordance with the requirements of the GEF this lesson of speech development is aimed at formation not only objective, but personal, meta-subject, namely: communicative universal educational actions through solving cognitive tasks of the lesson.

Abstract. The article presents a model of educational process in the elementary school modern grammar school with bilingual and multicultural components of education and training. The model is based on the paradigm of the active learner that allows for modern pedagogical approaches to teaching: a humanistic and personality-oriented approaches, activity approach. It is shown that in this case the teacher becomes a consultant and expert learners poses a particular problem, which become the core educational material, and to present solutions which can be used information and communication technologies.

The article is devoted to the analysis of practical experience of organization of functional-planning structure of the preschool educational organizations in developed countries and in subjects of the Russian Federation. The characteristic features of modern functional and planning environment, identified opportunities for integration and ways of adaptation of some planning decisions in the Russian conditions for the design environment of preschool educational organizations that are allowed to give suggestions for changes in the functional-planning structure of the preschool educational organization.
