FACTOR ANALYSIS OF THE ATTITUDE OF CADETS OF EDUCATIONAL INSTITUTIONS OF THE MINISTRY OF INTERNAL AFFAIRS SYSTEM OF RUSSIA TO SOCIAL AND EDUCATIONAL REHABILITATION OF REGULATED CITIZENS Annotation. In this article the problem of attitude of cadets and students of educational institutions of the Ministry of Internal Affairs system of Russia to service in the internal affairs and to social and educational rehabilitation, activity with regulated citizens is concerned. The results of the research are presented in six-factor model, which graphically demonstrates the necessity of reconsideration of the Federal State Standards of 40.05.02 “Law Enforcement” specialization. Purpose. To find out the attitude of cadets and students of educational institution of the MIA system of Russia to their professions and to realization of social and educational rehabilitation activity with regulated citizens. Methods. The analysis of various law and regulations, documents, recurrent publications regarding the stated problem; polling, mathematical statistics, factory analysis. Scientific novelty. In this article the understanding of social and educational rehabilitation is formed. The attitude of students of educational institutions of the MIA system of Russia to social and educational rehabilitation by means of opinion poll is determined. Application form is constructed in consideration with valuation theory, which helps to determine sincere attitude of cadets and students to the researched objects. As a result, six-factor model is achieved. According to its results, the authors prove the reasons of negative attitude of students to their future professions, including the main field – social and educational rehabilitation of the regulated persons. In the article authors give recommendations for the development of the Federal State Educational Standards to further police officer preparation, which would help to improve quality of vocational education of police officers. Practical relevance. The authors respond to problem issues, they give recommendations to law enforcement officers for preventing actions and crimes of regulated citizens. Moreover, they advise how to prepare students of educational institutions of the MIA system of Russia to realize social and educational rehabilitation activity. The research explains the reasons of negative attitude of cadets and students of higher educational institutions of the MIA system of Russia to realization of social and educational rehabilitation of previously convicted persons and juvenile offenders. Zelenin А. СИСТЕМЫ REASONS FOR TRANSFORMATION OF THE EUROPEAN UNIVERSITY SYSTEM Abstract. The European university system has been undergoing significant changes over the last several years. The transformation of the classical university system, the so-called Humboldt education is on the ground of these changes. The idea of a tree can serve as a metaphor for this system, when training was built from the basis (roots) to expanding and deepening knowledge (crown). The new model is oriented on the American higher education and university system. This applies to both training of students at universities, and post-university education. Analyzes and comments on the changes in the Finnish system of post-university education as part of the European system are presented in the article. Methodology and research methods. The research method is a critical analysis of academic literature as well as documents and research papers. Theoretical and empirical papers have been collected and analyzed by the author. Those papers are the results reporting from sociological surveys. They interpret post-graduate student’s assessment and satisfaction with learning, education at whole, and discuss the need to improve it in one or another aspect. Scientific novelty is to identify dynamics, trends and contradictions in the implementation of transforming postgraduate education in Finland. Practical significance. A holistic and integrated approach to the analysis of post-graduate education and training of scientific personnel in the field of post-graduate education in Finland is presented. Starostina N. N. DYNAMIC OF DEVELOPMENT OF PROFESSIONALLY SIGNIFICANT QUALITIES OF FUTURE LINGUISTS Abstract. The society faces with the problem of education and training of highly qualified specialists. The formation of highly qualified professional is impossible without studying professionally important qualities that are necessary for a particular profile of training. Aim. This study aims at identifying a set of professionally important qualities of future linguists and analyzing the dynamics of these qualities. Methodology and research methods. In the course of the work the theoretical analysis of scientific literature on the subject of research was carried out, as well as practical research methods such as testing, survey, analysis of the data. Results. The results of the study show that the dynamic of the formation of professionally significant qualities of linguists is not always stable and progressive. Scientific novelty. This study provides detailed analysis of a set of professionally important qualities necessary for future linguists and demonstrates a selection of diagnostic material for measuring identified professional qualities. Practical significance. The results of the study can be used by teachers leading the professional education and training of future specialists in the profile of "Fundamental and applied linguistics". Kursevich D. V., Mandzhiev A. A. CROSS-CULTURAL CHALLENGES OF A FOREIGN LANGUAGE QUEST Abstract. The article considers the phenomenon of gamification when carrying out language training at a university. Furthermore, the didactic potential of gamification is revealed as well as the conditions necessary for its realization. Objective. To address cross-cultural challenges of a foreign language quest and provide empirical evidence of the efficiency of gamification methodology on the premises of MIREA. Methodology. Retrospective and comparative analysis of the publications concerned with the researched issue and their synthesis, classification and generalization served as theoretical research methods. Observation, a quantitative analysis and a follow-up poll were employed as empirical assessment methods. The pedagogical experiment was based on a quest, it being part of a strategy to implement gamification methods. Novelty and results. The article exposes the essence of a pedagogical experiment based on a quest technology and carried out by means of gamification didactic method. The campus conditions and factors required for conducting the quest for MIREA applicants are revealed and justified for the very first time. The tasks with an intercultural component selected for implementing the quest are subject to analysis. Upon completion of the quest the garnered findings are systemized and summarized. As a result, the authors point out the experimental success and make a decision to apply the quest technology on a larger scale in particular by engaging university matriculants. Practical significance. Thanks to multipurpose didactic quest tools its format and the adaptivity of its task contents allow gamifying lessons as well as conducting essential competence formation assessment. The article will be of interest to teachers and educators who would like to form an idea of a quest as one of innovative formats of carrying out a foreign language class and a way of fulfilling it. The aim of the study was to consider the pedagogical technologies of the re-socialization of alcohol abusers. Economic knowledge, human capital, development of human capital and effective use of this capital is the most important stage in the educational process. The role of education in human development is understood as a method of influencing the increase of human potential. Mastering economic knowledge using intellectual games through Information and communication technologies (ICT) contributes to improving the quality of education and at the same time serves as a mechanism for assessing the intellectual level of a person. At the same time, the role of human capital and the formation of intelligence is measured by various means in the process of multi-faceted sequential development. The article deals with the role of intellectual games in the development of human capital in the learning process. For this purpose, non-standard methods used in the education systems of foreign countries are analyzed. From the point of view of dual purpose of the education system, attention is drawn to the main functions, the models used, corresponding to this functional classification. The article also deals with the comparative aspect of the organization of education in secondary schools with an economic bias in developed countries. The state and problems of economic education in Azerbaijan are considered, calculations are made using the methods of mathematical statistics, and a number of proposals are made in accordance with the educational environment in the Republic. The relevance of the topic of the suggested study is due to the necessity to introduce the innovative teaching approaches in various disciplines through modern teaching practice in order to improve the educational process. Problem modeling is one of the modern innovative approaches, however, a detailed study is required in terms of its implementation in the educational process. The purpose of the article is to identify the principles of formation of the problem-model environment, as well as a detailed description of its stages and conditions in the context of problem modeling. Methodology and methods. The leading approach of the study of this problem is the study and generalization of existing research on the problem of implementation of the innovative approaches to learning; abstraction and systematization were used to consider the conceptual-theoretical and didactic aspects of the problem Scientific novelty. The article presents the pedagogical conditions of problem-model environment in the framework of problem modeling as an innovative approach to learning. The educational system classification is comprised by formal non‐formal education, their features and relations at the level of concepts and practical use. Considering the problems arising from formal education, alternatives that displace the ‘‘center of gravity’’ from formal, to non‐formal education processes are herein advanced, with regard to the advantages offered by the latter. The aspects relating to the creation of interaction model of formal and non‐formal systems and their perspectives are also analyzed in the search for solutions to current educational problems. This article describes the position of non‐formal education as an educational tool and to analyze its theoretical assumptions. No-formal education has developed into a worldwide educational trend. Non-formal education has to be studied as an independent educational approach. The problem is the interaction of informal and formal education to meet the needs of individuals and of the society. Non-formal education challenges traditional concepts of education. It has influenced formal education and has used many of its pedagogical practices. This is possible if the content of humanitarian education in universities is updated in the con-text of higher spiritual and moral values and ideals of Russian traditional culture, familiarization with the turning points of Russian history, clarification of the idea of freedom and independence, the greatness of Russia, the combination and mutual enrichment of human and national values in the education of students on the principles of priority of the heroic past and the historical heritage of Russia, its spiritual values and traditions. The article is devoted to the peculiarities of the teacher's interaction with students in the Junior classes of children's music school in piano. The article presents the specifics of learning to play the piano, methods of activating the cognitive process of students-pianists, the conditions of formation of motivation for learning to play the piano and the basic pedagogical principles for its successful formation. The technique of musical passage of the sketch material, the concept of cognitive activity, cognitive interest, musical and cognitive interest as the leading motive of cognitive activity is considered in detail. The article highlights the General aspects and focus of piano teaching in children's music school, the role of music making and selection by ear, as well as the role of the method of performing display in music classes on piano. Much attention is paid to the relationship between the teacher and the student in the process of music lessons, namely the nature of their interaction in the process of solving the performance problem and the impact of this communication component of music lessons on the activation of cognitive interest and the formation of motivation for learning to play the piano. Zaryubina D.N., Orlova E.V. METHOD OF COMMENTED TEXT EDITING WHEN FORMING LEXICAL SKILLS
Annotation. The use of interactive teaching methods in Russia is one of the requirements of the Federal State Standards for higher educational institutions in Russia. The purpose of these standards is the formation of professional competencies. Professional competence cannot be formed without a high level of linguistic competence. The level of trust in a specialist of any profile is lost if a specialist makes orthoepic, lexical, grammatical, stylistic mistakes (oral speech) or lexical, grammatical, stylistic, spelling, punctuation mistakes (written speech). Purpose. The aim of our work is to demonstrate the method of commented text editing during the formation of lexical skills. Methodology and research methods. As a methodological basis, the authors of the article used such methods of theoretical cognition as an axiomatic method, as well as an ascent from the abstract to the concrete. In addition, such formal logical methods and research techniques as analysis, synthesis, abstraction, analogy and modeling were used. Results. The result is the creation of a methodology for the formation of lexical skills, which are successfully used in teaching Russian to Russian students, as well as in teaching Russian as a foreign language to students from far and near foreign countries. Practical significance. The developed method of commented text editing can be used in classes in the Russian language and speech culture, in practical Russian, in rhetoric, in Russian as a foreign language with university students, as well as in refresher courses for university professors. The most important from the authors ' point of view are achievement motivation, internal locus-control, communicative competence, developed creative potential, creativity. The internal locus of control affects the behavior that is formed due to the ability to see a causal relationship between their actions. Abstract. In this article we are talking about critical thinking as a mandatory factor in learning and mastering the teaching profession. In this regard, the actual task of psychological and pedagogical science is to understand this concept from the standpoint of a number of normative documents and approaches that underlie modern education. Purpose. Identification of the state of the main components of critical thinking in students of pedagogical University at the moment. Methods and methods. Cognitive and system-activity approaches to the understanding of the studied phenomenon are used. Scientific novelty. It is noted that critical thinking in the context of cognitive research in education is considered as a type of thinking based on a complex mental process of combining and integrating ideas, resources, rethinking and understanding, starting with the perception of information and ending with its evaluation and decision-making. The article presents the results of theoretical and empirical research of the problem of determining the current state of critical thinking among students of pedagogical high school, which allowed in theoretical terms to establish the component structure of the phenomenon under study. The results of an empirical study conducted on the basis of the USPU, allowed to fix that the cognitive and personal components of critical thinking of students in need of development of students of pedagogical University. Practical significance. These studies presented in the article can be used in the practice of University teachers in the development of the content of the RPD and OPOP. Zautorova E.V. ADAPTATION OF CADETS OF THE FIRST COURSE THE LEARNING ENVIRONMENT IN THE DEPARTMENTAL UNIVERSITY Annotation. The problem of human adaptation is complex and multilevel. In this regard, the study of adaptation of cadets of the first year of study at the departmental University is currently relevant. This is due to a number of factors: the success of overcoming the difficulties of this period largely determines the direction of further professional self-determination; the completeness and pace of adaptation of students to the conditions of departmental educational institutions will largely depend on the success of their training and career; if cadets adapt satisfactorily to these conditions, they will successfully continue to adapt to professional activities. The aim of the study was to study the adaptive potential of first-year students to the conditions of training in the departmental University. The study used various methods and techniques: the study of literature, observation, methods of «Socio-psychological adaptation» (K. Rogers – R. Diamond), mathematical methods of processing empirical data, etc. As a conclusion, it can be noted that the success of adaptation of cadets to training in a departmental University is due to their psychological training; conducting additional training with first-year cadets (training sessions) at the beginning of training, they develop their adaptation potential, so that students are much more successful in adapting to the environment of the University. Bogush N.B., Ivanova E.A. STRENGTHENING OF THE TERM WITHIN PROFESSIONAL COMMUNICATION IN FRENCH Abstract. The paper deals with technology of teaching French terminology on the example of special vocabulary in the fields of Cybernetics and Information Technology. The results of the experimental study on the development of a series of exercises aimed at activating the meaning of the term are analyzed. Relevance. In their future professional activity, students of a technical University should know the terminology of a certain scientific and technical sphere and be able to correctly handle the terms, therefore, the development of special vocabulary is a very urgent task. Purpose. The purpose of this paper is to conduct an experiment aimed at identifying ways to activate the terminological vocabulary of the French language. Methods and techniques. The control group of students studied technical terminology in a standard way, experimental one – with the help of a number of new exercises focusing on terminological vocabulary, introducing terms into the students' speech. Results. The result of the experiment was the best indicators of knowledge of special vocabulary, skills and abilities to use technical terms in the experimental group compared to the control group. Scientific novelty. A number of researchers addressed in their work to this topic, but they studied the issue in theoretical terms, and also studied the English term system. In this paper, these questions are studied for the first time in practical terms, in relation to the French language. Practical significance. If there are activating exercises in the course, the perception of a professional language is faster and more intense, because allows students to interpret lexical units, see the relationships between words, create support for their further use in various types of speech activity, organize students' independent work. It is necessary to solve the following tasks: identification of the components of foreign language communicative competence, clarification of the terms “information technology” and “educational technology”, “web quest” technology, clarification of the structure and stages of a web quest technology. Methodology and research methods. The modern pedagogical concepts in the field of higher education were used in the methodological basis of the study. The ideas of communicative approach, multicultural approach and competence-based approach to teaching foreign languages in a modern university were used in the research. The communicative approach is aimed at the effective development of multilingual communication abilities and speech skills in the communication process. The multicultural approach assumes the formation of the idea of cultural diversity as the norm of the coexistence of cultures in modern multicultural communities of the countries of the native and studied languages. The multicultural approach is aimed at the development of integrative general cultural and communication skills to use a foreign language as a means of intercultural communication. Competence-based approach is aimed at acquiring skills that reflect the students' real ability to solve tasks efficiently in the modern world. The study is based on a number of scientific methods: the collection, processing and systematization of scientific and methodological data on the research topic; review and analysis of foreign language competencies; study and synthesis of experience in this field of higher education. Results of the research. The article identifies different educational computer technologies that can be used for the effective formation of foreign language communicative competence. The description of communication technology "Web-quest" is identified in the article, because this technology is more effective in the process of formation of foreign language communicative competence. An example of the approved competence-based "Web-quest" technology is examined in the article. Practical significance. The results of the study can be used by foreign language teachers of non-linguistic universities to organize the work on the development and formation of foreign language communicative competence. Scientific novelty. The article provides innovative methods of using information and communication technology in teaching a foreign language and culture in the conditions of modern language education. Conclusion. The use of innovative educational computer technology facilitates the efficient formation and development of foreign language communicative competence, increases the motivation to learn a foreign language as a means of intercultural communication, helps to carry out a productive and effective teacher’s interaction with students and reveals the creative abilities of students. Numerous factors of affecting the personality result forming patterns for behavior, activity and interaction between people in an individual's beliefs, character traits and manners. those patterns form due to inclusion of individuals into social groups, and psychological characteristics of those groups. The society is an active general participant of upbringing taking responsibility for its result. This makes necessary studying the process of upbringing in specific social conditions. Given that bases of morality are naturally formed during the childhood period, an individual's social involvement in the "upbringing by love" is intrinsically focused on kindness. Further in life, facing understatement of life value and human dignity, an individual tries various forms of self-destruction, from escaping to imaginary worlds to aggressive forms of violent protest. Systematic studying of social and pedagogical background for successful functioning of upbringing systems presupposes considering procedural, structural, and functional aspects of their formulation and implementation. This can be actualized as part of modelling process. Its end product will be theoretical and then (on their base) operant models. The base for modelling includes system and integrative approaches to studying of the meta-system "personality - group - society". The purpose of the study was to consider the problem of professional growth and personal development of the teacher in modern conditions. Zeynalova N. THE METHODS AND THE TECHNICS OF DEVELOPING THE CREATIVITY IN LEARNERS Abstract. The article gives detailed information about creativity which includes the desire of globalization, modern tendencies, quality, professionalism and spiritual values. The purposeful specialist training has also been analyzed in the article. The author especially states the importance of forming the main competencies of a specialist working in the century of XXI as well as the necessity of reforming in education. She has touched upon the roles of new training strategies in the mastering of basic competences, the aims and the duties of the education such as to master the development of the mind, the passage from the memory school to the mind school and to provide the transversal education covering all branches as well. The mentioned features are considered not only to be important but also to be absolute to overcome the difficulties, to form independence, freedom, critical and creative mind. These being one of the priority directions of the education, the activity of education-investigation-innovation triangle should stand in the center of attention. The aim of the study was to consider the characteristics of the re-socialization of persons with alcohol addiction. Objectives: to analyze the peculiarities of the re-socialization of persons with alcohol addiction, the possibilities of social and pedagogical diagnosis, rehabilitation and remedial measures, allowing to create a system of their social, psychological and pedagogical support. Hypothesis: an analysis of the characteristics of the re-socialization of persons with alcohol addiction will optimize the forms and methods of social, psychological and pedagogical support of these persons. Methods and results achieved: during the theoretical analysis, the features of the re-socialization of persons with alcohol addiction, the possibilities of complex pedagogical influence, allowing to create a system of their social-psychological-pedagogical support, were determined. Zelenin A. INTELLECTUAL MIGRATION - NEW CHALLENGE OF THE FINNISH SYSTEM OF HIGHER EDUCATION: PROBLEMS AND PREDICTIONS Abstract. The article discusses the phenomenon of ”brain drain” in Finland. Previously, this concept was concerned as departure of highly skilled workers from poor and developing countries to developed countries. Recently, this concept has been used more widely: as departure of intellectuals even from highly developed countries. This phenomenon is investigated with the example of higher education and science in Finland. Research methods are critical analysis, categorization of concepts, case study, classification method. A research question is to analyze the state, problems of the intellectual labor market in Finland and make predictions for the near future. Until the beginning of the 2000s, Finland was familiar with the “brain gain”, which was caused by the high technological development of the country and by the expert's desire to get to Finland. After the global crisis of 2008, Finland lost its leading position in the world as a technological power. The decrease in funding for higher education, its reform (an attempt to combine the European financial model with the American one) caused job cuts in universities, a merger of educational institutions. As a result, researchers and specialists began to look for work abroad. In Finland, the “brain drain” has begun, which is still ongoing. The article analyzes the causes and effects of this process and it bases on a large empirical, statistical material. The article deals with international relations in the educational environment. The definition of the international relations in the educational environment is given. It is revealed what structural part of the educational environment is directly connected with the international relations. The existence of problems in the international relations is stated, the role of the teacher in their resolution is determined and the ways of pedagogical activity are indicated. The specificity of modern international relations in the Russian educational environment and their variety are revealed. However national peculiarities of various peoples quite often appear in the process of receiving education at all levels of this process but to varying degree regarding the structural elements of the educational environment. The ethnic factor sets a context of interpersonal relations and defines the behavior of their people and the readiness to maintain the relations with a partner of another ethnic group. In the situation of the international problems the great responsibility falls on teachers. PROVISION OF RUSSIAN REGIONS WITH EDUCATIONAL INFRASTRUCTURE: A STATISTICAL DATA ANALYSIS Abstract. The paper presents the methodology and the key findings of the research conducted in the area of approaches to treatment of statistical information on the educational infrastructure of Russia’s regions, where the availability of general education is postulated. The object of this study is statistical information on the provision of educational infrastructure in the regions of a country. The subject of the research was identified as the algorithms for systematization and processing of statistical information on the provision of educational infrastructure in the regions of the Russian Federation. The relevance of the work is due to the declared (at the national level) need for infrastructural development of Russia’s regions, potentially contributing to Russia's economic and social breakthrough to international leadership. However, to this date there has been no systematic research in the field of the algorithms for systematization and processing of statistical information on the provision of educational infrastructure in regions of the country (in particular, with regard to the territories of advanced social and economic development). Among the key methods of the research there were the statistical data analysis, academic description, analysis, comparison, synthesis, data collection and generalization. The declared scientific novelty of the research results rests in the definition definition of approaches to special clustering and explication of territorial entities when assessing the statistical indicators of priority development territories, as well as analytical data on processing the statistical information on the network of educational organizations of the region in accordance with the coverage of the number of learners and versus population density. The practical significance of the research is, in particular, in the presentation of statistical data for each of the studied regions, including the key target demographic characteristics, as well as in the elaboration and presentation of the rating of the constituent entities of the Russian Federation, the former being built according to the criterion of accessibility of preschool education. Those research developments feature the potential for the follow-up planning and conducting research in the field of assessing the provision of regional education systems with educational infrastructure, as well as design of the models for the placement of educational infrastructure facilities in the regions classed as advanced development territories. Orlova E.V. FORMATION OF COMMUNICATIVE COMPETENCE OF STUDENTS WHEN TEACHING RUSSIAN PHRASEOLOGY Аbstract. Introduction. GEF VO, the requirements of which are subject to modern Higher education in Russia is based on the requirements of state standards. One of the goals of the standards is the formation of communicative competence. Communicative competence refers to the ability to correctly convey information, the ability to reveal themselves through language, use all means of language, depending on the purpose of expression, the ability to enjoy the language game, etc. Purpose. The purpose of our research is to select phraseological units contained in the Russian language, to identify language and communicative exercises that will contribute to the formation of communicative competence, to instill interest in the Russian language. Methodology and methods of research. We can distinguish such methods of theoretical knowledge as the axiomatic method and the ascent from the abstract to the concrete as a methodological basis. In addition, we used such formal logical methods and research techniques as analysis, synthesis, abstraction, analogy and modeling. Results. The creation of traditional and interactive exercises on the formation of lexical (phraseological) skills that are successfully used in teaching Russian to Russian students, as well as in teaching Russian as a foreign language to students is the result of learning. The scientific novelty consists in the description of traditional and interactive exercises for teaching phraseology in the framework of teaching Russian to Russian and foreign students of the Russian University. The author gives examples of exercises on teaching phraseology, which activate the learning process and make it more interesting and effective, based on the experience and training manual on the Russian language and culture of speech, created by the author. Practical significance. The developed approach can be used in classes on the Russian language and culture of speech, practical Russian language, rhetoric, Russian as a foreign language with students of higher educational institutions, as well as in courses for advanced training of University teachers. Xiaojing Z. THE DEVELOPMENT OF PRE-SERVICE TEACHER EDUCATION DURING THE RECENT 40 YEARS IN CHINA (1978–2018) Abstract. The article discusses the reform of teacher education in the last forty years (1978–2018), which are focused on the creation of highly quantitative professional teachers. During these years, the modern system of training teachers has been supplanted by the traditional one, the training levels have changed from “three-level” to “two-level”, the scale of training is also gradually expanding. This article examined the statistics materials and documents reflecting the main results and effects of the implementation of the reform. From the point of author, the study of China’s reform and development is an important experience in the field of education. And these reforms really contributed to the development of teacher education in China, improved the quality of advanced training, and created such characteristics of the modern system of pedagogical education: openness, flexibility and diversity. FORMATION OF THE ECOLOGICAL-PEDAGOGICAL RESPONSIBILITY OF THE TEACHER IN THE COMPETENCE EDUCATIONAL PARADIGM Abstract. The article discusses the potential for the formation of the teacher's environmental and pedagogical responsibility in the conditions of the educational process, built on the ideas of the competence approach. An attempt was made to correlate the categories of “responsibility”, which has an irrational nature, and “competence”, which has a more pragmatic, rational nature. The author analyzes the universal and general professional competencies enshrined in the federal state educational standards of higher education in the areas of training "Pedagogical education" of undergraduate and graduate levels, correlating with the possible educational results of the formation of environmental and pedagogical responsibility of the teacher and the criteria of its formation: theoretical, activity, axiological and deontological . The article proposes options for professional competencies that can be included by developers of exemplary basic professional educational programs for undergraduate and graduate programs in the list of results of their development.

DESIGNING OF A SYSTEM OF TEACHERS’ GROWTH ON THE MUNICIPAL LEVEL Abstract The article presents the results of the study on the designing of the system of teachers’ growth on the municipal level. The decision to raise the level of professionalism of teachers is possible on the municipal level through the development and implementation of conditions for the effective management of the process of leveling the level of teachers’ professionalism, which will contribute to the introduction of changes in corporate culture, orientation and forms of teachers’ professional development, changing teaching and educating methods. The potential of the system of general and additional education is practically not used. The existing gap between the fixed ways of improving the teachers’ qualification and the opportunities for the development of professionalism within the general education system doesn’t contribute to the achievement of a new level in the teacher’s career, indicated in the National Teacher Growth System (NTGS). The reorganization of substantive aspects of methodological work on the municipal level and the creation of an unified urban methodological service solves the problem of identifying effective teaching practices; educating teachers how to create educational products; development of actual advanced training programs (using distance forms); the organization of the site for the pooling of resources and the development of human capital of the city. The development and expansion of the sphere of additional ethno-cultural education of chil-dren, which plays an important role in familiarizing the younger generation to the rich culture of the peoples of Russia, is of great importance in the ways of solving the tasks. USE OF INTERACTIVE EDUCATIONAL AND EXTERNATIVE FORMS OF WORK IN THE PREPARATION OF MODERN MANAGERS Annotation The relevance of the study is due to the objective need to find new ways to improve the quality of managerial training, the need to use potential resources when combining interactive educational and extracurricular forms of work in the educational process of a modern university. The aim of the study is to develop proposals for the use of such forms of work in the practice of training bachelor-managers and analyzing the effectiveness of their use. Methodology and research techniques. Methodical approaches were used in the design of educational tasks, as well as a survey, questioning, the method of expert assessments in assessing the effectiveness of the results of their application. To identify the level of formation of significant professional and above-subject competencies for students trained by the presented methodology, the Atlas of New Professions, announced by the Moscow School of Management Skolkovo, was used. On the basis of it, a diagnostic questionnaire was developed in two parts and students of the Management training course were surveyed. The results of the work were approved for students of the “Management” training direction and are presented in comparison of the control and experimental groups. Scientific novelty. The proposed practice-tested structure for the construction of a class with the use of interactive teaching methods, which contributes to the formation for the student of an individual educational route, taking into account their own capabilities and resources. An example is given of the implementation of the proposed structure when conducting a lesson on the subject “Documenting management activities” provided for in the work curriculum of the main educational program of the training direction 38.03.02 Management. Practical significance. The results can be used in the preparation of bachelor-managers in higher education. Findings. The effectiveness of bachelor-manager professional training is greatly enhanced by using interactive training and extracurricular forms of work, which contributes to enhancing students ’learning and extracurricular activities, developing their motivation to learn, increasing the level of professional competence, developing their communicative skills. The volunteer movement in Russia receives legal and state support. In the article the authors present the program of the government program of the volunteer movement in Russia. The program presents all kinds of volunteering, with which you can solve social problems. The relevance of a research is caused by need of a research of professional health of teachers of sports schools. These experts work in the system «people-people». Therefore they are influenced by negative factors which number are connected with specific features of professional activity. The purpose of article consists in identification of the reasons of decrease in level of professional health of teachers of sports schools and also factors of emergence of a syndrome of emotional burning out at them. Results of a research of level of professional health of teachers of sports schools are presented in article, the reasons and major factors causing a syndrome of emotional burning out are opened. Extent of manifestation of emotional exhaustion, depersonalization and reduction of personal achievements is shown. Materials of article are of practical value for experienced experts in the sphere of physical culture and sport, and for young specialists who plan the professional activity. It is necessary for prevention of emotional burning out and reduction of risk of action of the adverse factors connected with features of a profession.
